Asia Blue Skies Program: Assessment and Recommendations Report

Agafer Creatives, in collaboration with Clean Air Asia, developed the Asia Blue Skies Program Assessment and Recommendations Report for Manila City.


The primary objective of the report was to provide the Manila City key stakeholders with recommendations in order to facilitate the integration of their Clean Air Action Plan to their locally mandated plans namely the Comprehensive Land Use Plan, Comprehensive Development Plan, and the Local Climate Change Action Plan.


Assessment results showed that initiatives towards air quality management and emission reduction are evident in the identified programs, projects, and activities of Manila City. Although LGUs are only given supporting roles in the implementation of the Clean Air Act, their role as prescribed by the Local Government Code will come useful for an enhanced implementation at the grassroots level.


The development of the report entailed the review and analysis of planning documents from Manila City and Clean Air Asia, and the conduct of workshops with Manila City key stakeholders led by Clean Air Asia.


In order to effectively integrate air quality management to each locally-mandated plans, tailor-fit interventions should be put in place:

  • For CLUP - Land use control measures for reducing air pollution must be evident in the spatial plan. Enhancement of zonation in the area, particularly by linking and compacting related activities in one place, can be undertaken.

  • For CDP - Local development indicators relative to air quality management must be reflected in the development of programs, projects, and activities.

  • For LCCAP - It must be ensured that the adoption and mitigation measures stipulated in the CDP are embedded for alignment of interventions throughout the locally-mandated plans.

A policy study which details the totality of needed resources required to devolve air quality management functions to the LGUs can also be explored. This will provide basis to the technical and financial conditions that will enable LGUs to sustainably implement air quality management within their jurisdiction.
