The Graduation Approach, developed by the BRAC Ultra-Poor Graduation Initiative (BRAC UPGI), is a multi-dimensional way of eradicating poverty by enabling poor individuals and households to be self-reliant, financially literate, and socially empowered. As part of BRAC UPGI’s scale up efforts to promote the uptake of the Graduation Approach, especially by the Philippine Government, Agafer Creatives was commissioned in order to develop the Country Landscape Analysis on Poverty.
The Country Landscape Analysis covered the political, social, and economic scenarios of the Philippines, with an emphasis on the current situation, efforts, and interventions at the national level. As such, government and non-government actors were involved in the study in order to determine the policy and program gaps and opportunities that the BRAC UPGI can consider when it comes to upscaling the Graduation Approach for the benefit of the extreme poor.

Aside from NGAs, Non-government Organizations (NGOs) and Civil Society Organizations (CSOs) are also critical actors in the fight towards poverty reduction as they have always played a significant role in holding together the social and economic fabric of the Philippines. As partners of development, NGOs and CSOs are also developing and implementing programs and projects that respond to the needs of the poor and the marginalized sector. They usually fill in the gaps of public services and programs, be it through funding, capacity development and fulfillment, technical assistance, service delivery, coordination, or through delivering aid and public services to areas and populations where the government has yet to reach.
